Floyd Simmons (previous the football coach at Davidson College and athletic director at U.N.C.) established a corporation with the intention to build a pier at Cape Lookout which would function as a money-making endeavor. 

Simmons, above, seen after an upland game hunt in the mid 30s.

Outlined below, the plan included a ferry service to the pier, concessions, and admission charges for the pier.  The Flying Dolphin was intended for use as the main ferry.

Communications show interaction with Senator Barden’s office regarding the dredging of what became “Barden’s Inlet.

Documents show his initial pursuit through registration with the State of North Carolina, ordering of supplies and the offering of a business plan.
